I am currently attending a project management course, where we also try to do some practical stuff, i.e. we have our own fictitious project.

My project group has the project "A New flag for a New Bavaria". As part of this I ask you for designs for a new Bavarian flag, based on the fictitious political scenario and design rules outlined below.

Background and Contest Rules

To whom it may concern:

The struggle for Bavarian independence has proceeded a step forward. After the dissolution of the long-ruling CSU party and the snap election to a new Bavarian parliament has resulted in an independentist coalition of UU (Unabhängigkeitsunion), BP (Bayernpartei) and FW (Freie Wähler), the parliament has voted for a state-wide referendum to be held in May 2018, deciding the question "Should Bavaria become an independent nation?"

Following the presumed affirmation of independence by the Bavarian populace, there will be a second referendum in June, asking, among others, the question "Which of the following flags should be the national flag of an independent Bavaria?"

The resulting flag (old or new) is going to be hoisted during independence day celebrations on December 1st 2018.

Therefore the undersigning committee is inviting proposals for a new flag of (independent) Bavaria.

The rules for this contest are the following:

  1. Anybody can send proposals, except for current members of the Bavarian government or parliament.
  2. The number of proposals per person is restricted to 5.
  3. The entries must reach the committee by Monday, 27 November 2017, 1 pm CET (12 noon UMT).
  4. Contestants will not be reimbursed for their designs; copyright of the final designs subjected to referendum will fall to the Bavarian state.
  5. The flag design must follow good practice of flag design as outlined in "Good Flag, Bad Flag" by Ted Kaye (see Good Flag, Bad Flag).
  6. As vertical flags are very common in Bavaria, each entry must contain a horizontal and a vertical version of the same general design.
  7. Designs have to be submitted as computer files (GIF or PNG); size for the horizontal design: 216x324 pixel; size for the vertical design 720x216 pixel.
